Comments:  Date placement is C.  Obverse 12 is identified by class V pivot hub doubling on LIBERTY and the 64 of the date repunched to the west.  The pivot point for the doubling is at 9:00 with clockwise rotation.  The plate coin is in the earliest die state and the only one thus far, according to Rick Snow.  Die stage B develops strong clash marks between the 7th, 8th and 9th feathers.  I asume the clash marks are from reverse N of this die pair.  

Reverse M can be attributed by a triangular die chip at the center of the E of ONE and a smaller die chip at the center of the T of CENT. Rick Snow indicates that die stage B also develops strong clash marks that can be seen to the right of the denomination.  In addition, a die crack develops from the denticles at 10:30 and continuing through the left wreath to 9:30.  Finally, a die crack from the rim at 1:00 through the right wreath and terminating at the rim at 3:00.  Reverse N is found rotated 15 degrees counter clockwise during die stage B.  Reverse M develops a rim break at 12:30 and an additioal die crack from the rim at 3:30 during die stage C.  Interestingly, there is no die rotation during reverse M's latest die state.
