Obverse 28 is identified by date placement at C with date repunching that features initial date impressions to the east from the right side of the 1, to the east within the lower loop of the 8, to the east above the first 9 and to the west within the lower loop of the final 9.  Obverse 28 has acquired clash marks between feathers 6 through 8 from a clashing event with Reverse AB.  Obverse 28 has developed heavy die flow lines.
Reverse Y is in a similar die state as obverse 25 with the development of heavy die flow lines.

Reverse AB is in a similar die state as Obverse 28, with the advancement of heavy die flow lines.  Reverse AB has acquired clash marks to the right of the denomination and through the C of CENT from a clashing event with Obverse 28.

Comments:  Variety 24 most likely exhibits working die rotation based on the orientation of the clash marks, with the Obverse 28 and Reverse AB clashing during this rotation.
