Obverse 3 is identified by date placement at B and date repunching that features an initial date impression to the west of the base of the 1.  Obverse 3 has developed moderately heavy to heavy die flow lines.

Reverse B is rotated 7 degrees clockwise and is in a similar die state as Obverse 3, with the advancement of moderately heavy to heavy die flow lines.

Comments:  Obverse 3 and Reverse B were initially in service striking proof cents during the Proof 3 die pairing.  The 7 degree working die rotation evident during the Proof 3 die pairing remains during Variety 13.
