Obverse 18 is identified by repunching to the south on the 902 of the date, with date placement at LH.  Obverse 18 is observed with a clash mark in front of the face of Miss Liberty and the presence of moderate die flow lines.

Reverse Q is rotated 6 degrees clockwise and is observed with a clash mark through the C of CENT.   Reverse Q is in a similar die state as Obverse 18, with the advancement of moderate die flow lines.

Comments:  Variety 15 may be found with some searching and the aid of a loupe, since the repunchng is very minor.  Close examination of the die state of Variety 15 indicates a reasonably long production of cents.

Obverse 18 and Reverse Q clash during a working die rotation of 6 degrees.
